Local Law 11, now filed under the Facade Inspection Safety Program, requires buildings over six stories to have their exterior walls inspected and filed on a five year cycle. When a facade is filed as Unsafe or SWARMP, the repair work has to be completed and the condition signed off within a set period, and penalties accrue while it is open.

We are the contractor side of that process. We work directly from the QEWI report, price the filed scope line by line, carry out the repair and coordinate with your engineer so the condition can be closed on schedule.

When to call us

Signs you need local law 11 and fisp

If you recognise any of these, it is worth having someone look before it gets more expensive.

  • Your building is over six stories
  • A FISP cycle deadline is approaching
  • Your QEWI filed an Unsafe or SWARMP condition
  • Penalties are accruing on an open filing

What causes it

Why this happens

FISP runs on a five year cycle divided into staggered sub cycles by block number. Your filing window is fixed, and a late filing carries penalties separate from anything to do with the condition of the building. Owners are often surprised that the deadline attaches to the filing, not to the repair. Getting the repair scheduled early is what keeps the two aligned.

Budget guidance

What local law 11 and fisp costs in NYC

Repair cost depends entirely on the filed conditions and cannot be estimated without the report. What we can tell you before pricing is which conditions need doing now and which can be sequenced, and roughly what the sidewalk shed will add per month if one is required. We price line by line against the report so nothing is bundled.

These are indicative ranges to help you budget, not a quote. Every building is different and we price after seeing the job.

Questions

Local Law 11 and FISP questions

What is the difference between Unsafe and SWARMP?

Unsafe means a condition posing a hazard now, requiring immediate protection and repair. SWARMP means safe with a repair and maintenance program, meaning it must be fixed before the next filing cycle.

Do you provide the engineer?

The inspection and filing must come from a Qualified Exterior Wall Inspector. We are the repair contractor and we work alongside your QEWI, or we can refer you to engineers we regularly work with.

How much does Local Law 11 repair cost?

It depends entirely on the filed conditions. A few localised repairs is a very different job from a full elevation. We price directly from the report so you can see what each condition costs.
