Local Law 11, now filed under the Facade Inspection Safety Program, requires buildings over six stories to have their exterior walls inspected and filed on a five year cycle. When a facade is filed as Unsafe or SWARMP, the repair work has to be completed and the condition signed off within a set period, and penalties accrue while it is open.

FISP runs on a five year cycle divided into staggered sub cycles by block number. Your filing window is fixed, and a late filing carries penalties separate from anything to do with the condition of the building. Owners are often surprised that the deadline attaches to the filing, not to the repair. Getting the repair scheduled early is what keeps the two aligned.

What is the difference between Unsafe and SWARMP?
Unsafe means a condition posing a hazard now, requiring immediate protection and repair. SWARMP means safe with a repair and maintenance program, meaning it must be fixed before the next filing cycle.
Do you provide the engineer?
The inspection and filing must come from a Qualified Exterior Wall Inspector. We are the repair contractor and we work alongside your QEWI, or we can refer you to engineers we regularly work with.
How much does Local Law 11 repair cost?
